Swampscott is a beach town with a short dog season on its own sand: dogs may use the public beaches only from October 1 to May 20. This page covers that calendar, the town's round-the-clock leash bylaw and January 31 license deadline, the drive up the coast to Gloucester, and how Swampscott families use Dogtown while the beaches are closed to dogs.

The beach calendar
Swampscott beaches take dogs from October 1 to May 20, off leash only below the high water mark
Section 15 of Swampscott's general bylaws allows dogs on the public beaches for exercise and play between October 1 and May 20, at the time of writing. The owner or keeper stays with the dog the whole time. Walking to and from the high water mark the dog is leashed; between that line and the water's edge it may run free, but only under your direct control and supervision. The town posts the other half of the rule on every public beach: no dogs between May 20 and October 1.
The bylaw makes the owner answerable for the dog's behavior and forbids harassing wildlife. A dog the Animal Control Officer judges a nuisance, or a safety or health hazard, can be barred from every public beach in town, and returning it after a ban brings a fine. Beach fines start at $25 for a first offense and rise to $50. Gloucester's public beaches also reopen to dogs on October 1, so the fall calendar on Cape Ann lines up with yours.

Leash, license, parks
A leash 24 hours a day, licenses renewed by January 31, and parks where dogs never go
Away from the sand, Swampscott is strict: a dog off its owner's premises must be controlled or restrained by a chain or leash at all times, 24 hours a day. Licenses come from the Town Clerk at 22 Monument Avenue for the calendar year. At the time of writing they cost $10 for a spayed or neutered dog and $25 for an intact dog, renewals are due by January 31, and a $5 late fee starts on February 1. A current rabies certificate has to be on file with the clerk before the license is issued.
A Board of Health regulation posted in November 2020 lists where dogs may not go at all: playing fields, synthetic turf, courts, playgrounds and cemeteries, plus named parks including Phillips Park and Windsor Park, with fines of $100, $200 and $300. Parks off that list, such as Harold King Forest at the end of Nichols Street, are open to leashed dogs whose owners carry a way to pick up waste. The fenced off-leash dog park behind Swampscott Cemetery needs a yearly $5 Pooch Pass for each dog.

Up the coast
Route 1A to Beverly, then Route 128 north to its end: the way from Swampscott to Eastern Ave
From Swampscott, Route 1A heads north into Salem, and once you cross into Beverly, Route 22 runs up to Route 128 north. Stay on 128 over the Annisquam River until it ends in Gloucester, then follow Eastern Avenue the short way to number 210. Allow about 40 minutes outside rush hour, by our estimate, and more when downtown Salem is busy. If your workday points toward Boston, Gloucester is the opposite direction, so whole days or overnight stays usually make more sense than short visits.
Swampscott is outside the Pup Van towns; ask us about pick-up. The $10 each-way price is fixed for Rockport, Gloucester, Essex and Manchester-by-the-Sea, and for a Swampscott street the front desk will tell you whether the route can reach you on your days and what it would cost. Walks at home work the same way: availability depends on the address and the season, so ask us whether we cover yours.
May 20 to October 1
When the beaches close to dogs, Swampscott books daycare, Academy days and baths
The summer months, when Swampscott's sand is off limits, are when a playgroup earns its place. Daycare is $42 a full day and $33 a half day, in a group of 7 to 10 dogs matched by size and temperament, with splash pools and platforms on the turf yard. A full-day 10-pack at $380 brings a day down to $38, and the unlimited membership is $700 a month for the dog who would come every day. For a dog who needs more than play, an $89 Academy day brings a training session and one-on-one time with a trainer.
From October 1 the routine flips to beach mornings and baths. Salt and wet sand settle into a coat within a few outings; a bath at Dogtown runs $55 to $95 by size with no evaluation, a full groom $75 to $120, and Shed Release adds $10 for a double coat that is letting go. Overnight suites are $78 a night with playgroups by day, and the cat studio grooms Swampscott cats in a quiet room away from the dogs.
