Salem dog license: fee, deadline and where to get it

Salem builds some slack into its calendar and then enforces the end of it: a formal April 1 date, an extension tied to the city's May rabies clinic, and a late fee from July. Here is how to apply, what to have on hand, how those three dates fit together, and why Dogtown asks for the license.

License online, by mail or at Room 3 in Salem City Hall

The City Clerk's Office in Room 3 of City Hall, 93 Washington Street, licenses Salem's dogs. The clerk now accepts dog licenses online, through an account where you pay by credit or debit card, store your dog's records and view or print the license. By mail, send the completed application with a check or money order payable to the City of Salem, plus proof of rabies vaccination and of spay or neuter. At Room 3 the office takes cash, checks, and credit or debit cards, with a bank surcharge on cards.

Licensing opens in January, and a reminder arrives with the annual census. The application warns that the first quarter is the busy season and asks you to allow three to four weeks for a mailed license; if you need one sooner, the clerk recommends getting it over the counter in Room 3. City Hall's posted hours are 8 AM to 4 PM Monday to Wednesday, 8 AM to 7 PM on Thursday and 8 AM to noon on Friday.

What you need

Have the rabies certificate, your vet's details and any spay or neuter proof ready

No Salem dog can be licensed without a current rabies vaccination, and the clerk's page lists what to have ready before you start: your dog's vet information, meaning the clinic name, primary veterinarian, address and phone number; a current rabies certificate; and, if it applies, evidence of spay or neuter. That evidence can be a certificate, a veterinarian's bill or adoption paperwork, which helps families whose rescue dog arrived already altered.

Section 8-31 of the city ordinances covers every dog six months or older and also any younger dog that has already had its first rabies vaccination. That second clause matters for puppies: a pup who has had the shot needs a license from then on, even before six months. If you have an ADA service dog, the clerk's page asks you to call the City Clerk's Office at 978-619-5611; state law licenses service animals without a fee.

Three dates

April 1 is the due date, mid-May is the extension, July 1 starts the late fee

The application, citing the city ordinance, says Salem dogs must be licensed by the first of April each year, and the license period runs April 1 to the following March 31. In practice, the Animal Control page explains that the City Clerk, working with the Dog Constable, extends the licensing deadline to the second week of May every year. The extension follows the annual rabies clinic held at the Salem Police Station in early May, so owners who use that clinic can vaccinate first and license after.

July 1 is the hard line. Any renewal received after it carries a separate $15 late fee, and a dog that went unlicensed the year before owes that year's fee too, so the bill quickly passes the cost of the license itself. The Animal Control page also reminds owners that the city strictly enforces its leash law, and the application says that when the Animal Control Officer has a complaint about a dog, an unlicensed dog's owner is fined in seven days.

The paperwork for daycare, Dogtown Academy, overnight stays and at-home walks is collected once, at the free evaluation, held on weekday mornings between 6:30 and 9:30 AM by appointment at 210 Eastern Ave. We ask for a current Salem license and for Rabies, DHPP and Bordetella records. If your dog's license is sitting in the April to May extension when you book, renew first, so the license we file is the current one.

A license matters to us because the city grants it only against a current rabies vaccination, and because the numbered tag ties a dog to Salem City Hall if it ever slips away from a handler. From Salem, Gloucester is reached by Route 128 north to its end; Salem is outside the four Pup Van towns, so ask us about pick-up. A first full daycare day is $42, or $33 for a half day, and FIRST15 takes 15 percent off it.

How much is a Salem dog license?
At the time of writing, $10 a year for a spayed or neutered dog, with proof such as a certificate, a vet bill or adoption paperwork, and $15 for an intact dog. Renewals received after July 1 add a separate $15 late fee, and any unpaid previous year is due as well.
When is the Salem dog license due?
The ordinance and the application say by April 1, and the license runs April 1 to March 31. The City Clerk and the Dog Constable extend the deadline to the second week of May each year, after the early-May rabies clinic at the Salem Police Station. After July 1, the $15 late fee applies.
Can I license my dog online in Salem?

Who handles dog complaints in Salem?
The City Clerk's application directs complaints about dogs to the Animal Control Officer at 978-744-0171. When the officer receives a complaint about a dog that is not licensed, the application says the owner is fined in seven days, which is one more reason to keep the license current.
