Moseley Woods is the Newburyport off-leash area with the longest day: Cashman Park's loose-dog hours come in two short windows, while Moseley's run from first light to last. It is also a busy family park with a playground, a pavilion, a lawn and trails, booked for classes and parties through the fall. This page sets out where the leash comes off, where it stays on, and how to share the park.
The rule
Loose from dawn to dusk in every month, leashed in four named places
The city's facility listing for Moseley Woods says it in bold: dogs may be off leash from dawn to dusk, year-round, but not in the parking lot, playground, pavilion or picnic areas. The animal control department's table of designated areas gives the same hours and lists the playground, the pavilion and the picnic areas as exclusions. The listing names four areas in the park, the lawn, the pavilion, the playground and the trails, so the dog is clipped on near the cars, the play structures and anyone eating.
Year-round matters more than it sounds. Unlike March's Hill, where the leash goes back on whenever children are sledding, Moseley's rule has no seasonal pause, and unlike Cashman Park, which allows loose dogs only from 7:30 to 9 AM and 4 to 7 PM, it has no midday gap. That makes it the choice for a lunchtime run or a winter afternoon. Dawn and dusk set the edges, so a dark January evening is leashed time even if the clock says it is early.

Sharing the park
Classes, parties and practices fill the calendar, so check it before you unclip
Moseley Woods can be reserved, and the city's booking calendar shows how busy it gets. For October 2026 it lists Saturday-morning Soccer Shots classes for children as young as two, flag football practices for young players on weekday afternoons and evenings, a Wednesday-morning Trails and Tales Storytime, and birthday parties on most weekend afternoons. The city's conditions keep loose dogs off athletic fields and playgrounds anyway, and a children's class on the lawn is not a place for a dog to visit uninvited.
The quieter times follow from that schedule. Early weekday mornings, before storytime and long before after-school practice, are when the lawn and trails are most likely to be empty, and a dog new to off-leash play learns best with few distractions. On Saturdays the youth soccer classes run from 9 AM to a little after 11, and parties fill the afternoon. Look at the calendar on the city's recreation site before you go, because bookings change from week to week.
City conditions
Stay with your dog, two loose dogs at most, and leash up when an officer asks
Section 3-26(e) of the city code sets conditions for all three off-leash areas, and several matter most in a park this busy. Owners must remain with their dogs and monitor them, and must leash them whenever a police officer or the Animal Control Officer directs; refusing is a $50 violation like any other. Unattended dogs are not allowed. Biting, fighting and excessive barking are not allowed either, and an owner must muzzle a dog that shows dangerous or aggressive behavior.
The practical conditions are about numbers and mess. No owner may have more than two dogs off leash in the area at once, and each dog needs its own leash in the owner's hand or pocket. Owners must carry enough bags and use them, whether the dog is loose or not. Digging is banned and any hole must be filled in. The city says the off-leash areas are monitored daily for compliance, and questions go to the Newburyport Health Department at (978) 465-4410.

A first visit
Learn the layout on a leash first, then unclip in short stretches
A large off-leash area with trails is a big step for a dog that has only run in a fenced yard. The city's conditions expect an owner who stays with the dog and watches it, and a dog that does not trouble people, dogs or wildlife, which takes practice. Start with a long walk on the leash so your dog learns the layout, then unclip for short stretches when nobody is nearby, and call it back well before it reaches the parking lot, the playground or the pavilion.
Keep the first sessions short and end them on a good recall, with the leash clipped on and a reward, rather than when the dog decides it is finished. If your dog does not come back reliably, keep it on the leash: the dawn-to-dusk rule allows off-leash time, it does not require it. The same goes for a dog that rushes at strangers or children. A leashed loop of the trails is still a good outing, and it keeps the off-leash privilege safe for everyone else.

Off-leash manners at Moseley start with matched play and a trainer in Gloucester
Moseley's conditions assume a dog that plays well with strangers' dogs and leaves people alone. Daycare at Dogtown works on the first half in a setting built for it: playgroups of 7 to 10 dogs matched by size and temperament and watched by our handlers, at $42 a full day or $33 a half day. For the second half, the recall, Dogtown Academy days at $89 add a training session with our trainer, using positive reinforcement. We do not take dogs to Moseley Woods; the park visits are yours.
