Cashman Park in Newburyport: the off-leash lawn and its hours

Newburyport has three off-leash areas, and Cashman Park's is the only one that runs on a clock rather than from dawn to dusk. The city's booking system treats the off-leash lawn as an area of its own within the park, which settles where a dog may run. Here is the rule, the fine print from the city ordinance, and what to do outside the two daily windows.

The rule

The lawn only, 7:30 to 9 AM and 4 to 7 PM

The city's facility page for Cashman Park lists the Off-leash Dog Lawn as one of six areas in the park, alongside a baseball field, basketball courts, a tennis and pickleball court, a soccer field and a picnic table area. Its note is plain: dogs are only allowed off leash in the off-leash lawn between 7:30 and 9 AM and between 4 and 7 PM, and they are not allowed off leash on the playground, courts, baseball diamond, soccer fields or walkways.

Moseley Woods and March's Hill, the city's other two off-leash areas, run from dawn to dusk, so Cashman is the one with set morning and evening windows. Outside those hours the lawn is ordinary park ground, and a dog on it is a leashed dog. The city's off-leash rules under section 3-26(e) apply on the lawn as well: licensed and vaccinated dogs, a leash on the way in and out, two loose dogs per owner at most, and $50 for any breach. The neighbors

Soccer, softball and race finishes share Cashman Park in the fall

The lawn has no bookings of its own on the city's calendar, but the fields beside it are busy. In October 2026 the soccer field is reserved for a group listed as NYSA from 3 to 7:30 PM on most weekdays and from 8 AM to 7 PM on Saturdays and some Thursdays, which covers the whole evening window on those days. The baseball field has softball booked from 6 to 10 PM on Mondays, Wednesdays and Fridays.

Race days add more people. The calendar books the soccer field for a road race on Sunday, October 25, from 7:30 to 10 AM, right across the morning window, and the baseball field as a half marathon and 5K finish area on Saturday, November 7, from 10 AM to 7 PM and on Sunday, November 8, from 6 AM to 3 PM. On those mornings, expect crowds and consider walking your dog somewhere quieter.

None of this changes the dog rule, but it changes the dog. A loose dog that chases soccer balls or runners has to stay on the lawn, because the fields are leash-only ground, and a dog that cannot ignore a match next door is better on a long line on a quiet morning. Adult pickleball fills the court from 9:30 AM to 12:45 PM on weekdays, after the morning window has closed.

A shared lawn suits a social dog with a recall that holds

An hour on a shared lawn suits a dog that greets politely, plays with strangers and comes back when called away from play, because the rules require you to leash on an officer's command and to remove a dog the moment it shows aggression. It suits less well a dog that guards balls, bowls over small dogs or stops listening once it is running. The city's pages say nothing about fencing around the lawn, so a solid recall is your boundary.

Puppies under four months stay on a leash under the rules, and a young puppy still finishing its vaccinations has no business in a mixed group anyway. For a dog that is not ready, a long line during the morning window lets it watch the group without joining it. Count how often it turns back to you on the first call before you ever unclip.

Outside the windows

After 9 AM or before 4 PM: March's Hill, Moseley Woods, or the leash

Miss the 9 AM cutoff and the lawn reverts to a leashed park. March's Hill, at 33 High Street, allows dogs off leash from dawn to dusk except while children are sledding, and Moseley Woods keeps the same dawn-to-dusk hours with its playground, pavilion and picnic areas excluded; both have their own pages here. The Clipper City Rail Trail, which passes Cashman, is leash-only along its whole length.

Grass edges on the North Shore carry ticks from April to November, so run a hand over your dog after the lawn. On a hot July day the 4 PM opening can still be warm, so bring water and keep play in short bursts. On most weekdays the soccer field is not booked until 3 PM, which makes the morning window the quieter one on the city's calendar for a dog that does better with less going on.

Matched play

When the lawn is not enough: a matched playgroup in Gloucester

Two windows a day is generous, but it is play with whoever turns up. What are the off-leash hours at Cashman Park?
From 7:30 to 9 AM and from 4 to 7 PM, on the designated off-leash lawn only. Outside those hours, and everywhere else in the park, dogs stay on a leash. Newburyport's other off-leash areas, Moseley Woods and March's Hill, run from dawn to dusk instead.
Can my dog be off leash on the rest of Cashman Park?
No. The city's facility page bars off-leash dogs from the playground, the courts, the baseball diamond, the soccer fields and the walkways, including the Clipper City Rail Trail where it runs through. Only the off-leash lawn is open to loose dogs, and only in the two daily windows.
How many dogs can I bring to the Cashman Park lawn?
No more than two dogs off leash per owner at any one time, under the city's off-leash rules, and you must carry one leash per dog. Dogs must be licensed and vaccinated, puppies under four months stay leashed, and females in season may not be off leash.
What happens if my dog digs at Cashman Park?

The city's facility page and off-leash rules do not mention a fence, so do not count on one. Rely on a recall that works the first time, stay with your dog as the rules require, and leash up on the way in and out. The city says its off-leash areas are monitored daily.
