March's Hill in Newburyport with your dog: off leash until the sleds come out
March's Hill is one of three places where Newburyport's dog ordinance lets a dog run free, and the only one of the three where the rule bends with the weather. A snowfall brings sleds, and sleds bring the leash back. This page covers the hill's own limits, the eighteen conditions the city attaches to every off-leash area, and how to read a winter morning there.
The rule
Off leash from dawn to dusk, unless children are sledding
The city's facility listing for March's Hill carries a single note, printed in bold: dogs may be off leash from dawn to dusk, but not when children are sledding, and not on walkways, including the Clipper City Rail Trail. The animal control department's table of designated off-leash areas names one more excluded spot, the basketball court, and repeats the sledding limit with an asterisk. Before dawn, after dusk and on any of those excluded spots, the leash goes back on.
The sledding limit has no clock or calendar attached. It applies whenever children are sledding, so a snowy Saturday afternoon and a school snow day both count, whatever the hour. The fair reading is that the first sled on the slope ends off-leash time for everyone, and that a dog already running loose should be called in and clipped on before it reaches the bottom of the run. Fast sleds, tumbling children and shrieks of laughter are a mix that can set off a chase in a dog that loves to herd or to run.

City conditions
Eighteen conditions come with the off-leash privilege, and the license is the first
Section 3-26(e) of Newburyport's code sets the terms for every designated off-leash area, and the animal control page lists all eighteen. The first is paperwork: a dog in the area, on a leash or off it, must be licensed and vaccinated as the law requires and free of contagious conditions, diseases and parasites. Then come the entry rules. A dog is leashed when entering and when leaving, a puppy younger than four months stays clipped on because its shots are incomplete, and a female in season may not be off leash at all.
The rest govern behavior. Owners stay with their dogs and watch them, carry one leash for each dog and enough bags for the waste, and fill any hole the dog digs. An intact male running loose must be supervised closely, and leashed or taken out if he interferes with other dogs. A dog showing aggression toward people, dogs or wildlife leaves at once, and one with a history of fights or aggression, as the Animal Control Officer judges it, is barred during off-leash times. Breaking any of the conditions costs $50.

Winter
When the sleds arrive, the leash goes back on and stays on
The city's note shows that March's Hill doubles as a sledding hill, and the rule is written for that season. On a snowy day, look at the whole slope before you unclip. If there are children on it, or families walking up with sleds, keep your dog on the leash for the visit and stay well clear of the runout at the bottom, where sleds stop or fail to. A dog on a leash at the side is still welcome; only the off-leash privilege pauses.
Snow also hides what a dog leaves behind, and the waste rule does not pause for winter: owners must clean up after their dogs, leashed or loose, and can be fined if they do not. Carry more bags than usual, because a dog cooped up by a storm tends to run, sniff and go all at once. Road salt and grit from the sidewalks pack between the toes on the walk back, so wiping the paws at home is worth the minute it takes.

Around the hill
Walkways and the rail trail stay on-leash ground, and reserved events need room
The walkway exclusion is the one owners forget. The city names the Clipper City Rail Trail among the walkways where no dog may be off leash, so a dog that arrives along the trail stays clipped on until it is on the open hill, and goes back on the leash before it rejoins the path. Cyclists, runners and strollers share the trail, and a loose dog darting onto it from the grass is the kind of collision the rule avoids.
March's Hill is also a city park that groups can reserve. Its listing carries Newburyport's park reservation fees, free for city departments and for private gatherings of up to 25 people, and charged by the hour for youth leagues, adult leagues, classes and larger events, so the hill can be booked. If a gathering or a class is under way, treat it like the sledders: leash on and give it room. For loose-dog time that does not depend on snow, Cashman Park allows it from 7:30 to 9 AM and from 4 to 7 PM, and Moseley Woods from dawn to dusk year-round.

Dogtown
A recall that holds around sleds is built off the hill, and a playgroup covers the snowed-in days
Off-leash time at March's Hill depends on a dog that comes back when a sled goes by, and that is a skill, not a personality trait. Dogtown Academy days, $89 full or $69 half, add a session with our trainer to structured play, and our training is fear- and force-free, built on positive reinforcement. We do not take dogs to March's Hill or anywhere else in Newburyport; the practice on the hill is yours, and the groundwork can happen at 210 Eastern Ave in Gloucester.
On the days the hill belongs to the sledders, a daycare day in a matched playgroup of 7 to 10 dogs, $42 full or $33 half, gives a snowbound dog somewhere to run. Every daycare and Academy dog starts with a free evaluation on a weekday between 6:30 and 9:30 AM, with Rabies, DHPP and Bordetella records and a current license, the same license the off-leash conditions require. Newburyport is outside the Pup Van towns, so ask us about pick-up; by our estimate the drive takes about 45 minutes outside rush hour.
