Swampscott's bylaw wants a dog on a chain or leash around the clock off your property, and its beaches allow off-leash play only from October 1 to May 20, below the high water mark and under your direct control. Direct control is a trained skill, and a stay is one way to build it.

Why a stay
Swampscott's beach rule asks for direct control off leash, and that is a recall a stay can build
From October 1 to May 20 a Swampscott dog may run free between the high water mark and the water's edge, but only under the direct control and supervision of its owner, and a dog the Animal Control Officer judges a nuisance can be barred from every public beach in town. That rule rewards a dog that comes when called, leaves wildlife alone and walks calmly to and from the sand. Foundation, one week, builds recall, place, stay, impulse control and leash skills.
Advanced, two weeks, adds distraction proofing, neutrality around dogs and people, confidence building and real-world outings, which suits an adolescent that knows its cues at home but forgets them on a windy beach. During either stay your dog sleeps at Dogtown, trains daily with our team under Gabriella Pope, joins a matched playgroup when ready, and you read a daily update in the Dogtown app. Every method we use is fear- and force-free and built on positive reinforcement.

The drive
Expect about 40 minutes from Swampscott, with Salem traffic the usual delay
Follow Route 1A north out of Swampscott, through Salem and over the river into Beverly, then take Route 128 north. Stay on it across the Annisquam River until it ends in Gloucester, and follow Eastern Avenue the short way to number 210. Allow about 40 minutes outside rush hour, by our estimate, and more when Salem is busy. Because the trip is a long one, ask at the consult how the drop-off, pick-up and coaching dates can be arranged to keep your drives down.
Swampscott sits outside the Pup Van towns, so ask us about pick-up; the flat $10 each way is charged only in Rockport, Gloucester, Essex and Manchester-by-the-Sea. On Saturdays the windows run 8 to 10 AM, 12 to 1 PM and 4 to 6 PM, which can spare a weekday off work, though the free evaluation every new dog needs is held on a weekday morning, between 6:30 and 9:30, by appointment. Bring the Swampscott license and vaccine records to it.
Practice in Swampscott
Harold King Forest and Ewing Woods take leashed dogs, and the beaches open to them on October 1
A Board of Health regulation posted in November 2020 lists the town land where dogs may and may not go. Harold King Forest, at the end of Nichols Street, Ewing Woods, reached from Whitman Road or the Forest Avenue extension, and Linscott Park are open to dogs on a leash, provided you carry a way to collect and remove the waste. Playing fields, synthetic turf, courts, playgrounds, Windsor Park, Phillips Park and the cemetery are closed to dogs at any time of day or year, with fines of $100, $200 and $300.
The woods suit the slow work after a stay: loose-leash walking on a trail, a sit when another walker approaches, a few seconds of settle before you turn back. The beaches suit the recall, from October 1 to May 20: walk leashed to the high water mark, call your dog back a few times on a long line, and let the line go only when it comes back every time. The fenced SPOT dog park behind Swampscott Cemetery needs a $5 yearly Pooch Pass and bans food and treats inside, so build the rewarded recall elsewhere first.

Swampscott rules
Swampscott wants a leash 24 hours a day off your property and a license renewed by January 31
Section 15 of the town's general bylaws requires a dog off its owner's premises to be controlled or restrained by a chain or leash at all times, 24 hours a day, and kept under the direct control and supervision of its owner or a designee. Owners must carry the means to remove waste and use it, with a $50 fine per offense. On the beaches, fines run $25 for a first offense and $50 after that, and the bylaw calls for signs on every public beach saying no dogs between May 20 and October 1.
The Town Clerk at 22 Monument Avenue licenses dogs six months and older for the calendar year, January 1 to December 31. The fee is $10 for a spayed or neutered dog and $25 for an intact one, renewals are due by January 31, and a $5 late fee starts on February 1. A current rabies certificate must be on file with the clerk first. License online, by mail with a check and a stamped return envelope, in person with cash or a check, or through the 24-hour drop box at Town Hall.

After the stay
Finish the coaching with the beach in mind: a leashed walk in and a recall below the high water mark
Foundation closes with a go-home lesson and Advanced with two scheduled coaching lessons, both held at Dogtown. You see each cue the way your dog has learned it, then handle the leash yourself while the trainer works on your timing, voice and rewards. Mention the beach rule at the consult, so the coaching covers the leashed walk to the high water mark and the recall you will rely on below it.
If the recall fades after a few weeks of beach mornings, private sessions start from $94. Canine Campus, two, four or six weeks of day training with your dog home each night, suits a dog that needs many more repetitions; it includes pick-up and drop-off, and from Swampscott you should ask whether your address is covered before planning on it.
