Board and train for Salem, MA dog owners
Salem enforces its leash law strictly, keeps pets off the Winter Island beaches through the summer, and opens one fenced park where dogs run off leash under voice control. Each of those asks something different of a dog, and a stay is where we build it.
- Getting to Eastern Ave
- Route 1A north into Beverly, Route 128 north to its end in Gloucester, then Eastern Avenue: about 35 minutes outside rush hour, by our estimate
- The Pup Van
- No. Salem is outside the Pup Van towns; ask us about pick-up
- Dog licensing
- City Clerk, City Hall, 93 Washington Street: $10 spayed or neutered, $15 otherwise; deadline extended to the second week of May; $15 late fee after July 1 (salemma.gov, Salem Code 8-34)
- The beach rule
- Winter Island beaches: no pets May 15 through September 30; citywide, a leash of appropriate length, $50 per offense (Salem Code 8-35)
- A trail we know
- Leslie's Retreat Park dog park, off Route 114 and North Street: Pooch Pass $25, April 1 to March 31; leash free inside the second gate under voice control

Why a stay
A Salem dog has to walk calmly on busy sidewalks and come back by voice at the dog park, and a stay trains both
City life asks for two skills at once. On Salem's sidewalks and park paths the leash stays on, and the dog has to pass people, strollers and other dogs without lunging. At the Leslie's Retreat dog park, the city requires guardians to keep voice control and remain hands free, so the recall has to work without a leash or a treat in your hand. Foundation, one week, builds leash skills, place, stay, recall and impulse control; Advanced, two weeks, adds distraction proofing, real-world outings and neutrality.
A stay concentrates that work. Your dog sleeps at Dogtown, trains daily with our team, joins a playgroup matched by size and temperament once ready, and you get a daily update in the Dogtown app. Gabriella Pope, our Director of Training & Canine Behaviorist, leads the programs, which are fear- and force-free and use positive reinforcement. For a dog with real fear or reactivity on city streets she may suggest a longer owner-present program instead, such as React Less, Relax More, eight weeks and 16 sessions.
The drive
Salem's route crosses the river into Beverly and follows Route 128 north: about 35 minutes
Leave Salem on Route 1A north and cross the river into Beverly. Make your way up to Route 128 north, follow it to its end in Gloucester, and continue on Eastern Avenue to number 210. That is about 35 minutes outside rush hour, by our estimate, with downtown Beverly and the evening commute as the slow parts. Coming from the Willows or Winter Island end of the city, add the few minutes it takes to reach Route 1A.
Salem is outside the Pup Van towns; ask us about pick-up. The van charges $10 each way only in Rockport, Gloucester, Essex and Manchester-by-the-Sea. Plan the trips around our windows: the free evaluation on a weekday between 6:30 and 9:30 AM, then drop-off and pick-up at times the front desk confirms for the training schedule. Bring the current Salem license, with Rabies, DHPP and Bordetella records, to the evaluation.
- Route 1A north into Beverly, then Route 128 north to its end
- About 35 minutes outside rush hour, by our estimate
- Pup Van: no; Salem is outside the van's four towns
- Evaluation: weekdays, 6:30 to 9:30 AM, by appointment
Practice in Salem
The Leslie's Retreat dog park and Winter Island are the two Salem places to test the new skills
Salem's fenced dog park is at Leslie's Retreat Park on the North River, off Route 114 and North Street. Every dog needs a Pooch Pass, $25 in person or $26 by mail, valid April 1 through March 31 and issued against a municipal dog license, vaccination records and proof of spay or neuter. Dogs must be six months or older, a guardian must be 18 or older, and visitors aged 10 to 17 need an adult with them. Inside the second gate dogs may go leash free, but the guardian keeps voice control.
Winter Island Park is a leashed walk rather than a run. Its posted policies say the city's leash law is strictly enforced, that pets must be leashed, attended and not disruptive at all times, and that pets are not allowed on the beaches from May 15 through September 30; waste goes in the barrels. Outside those dates, a leashed walk along the shore there puts the loose-leash work under real distractions: wind, water, birds and other walkers.
At the dog park, rehearse the recall before you need it. Call your dog away from play once or twice, reward generously at the gate area, then let it go back, so coming to you never means the fun is over. Because the rules ask for hands-free guardians, carry rewards in a pouch rather than in your hand, keep the first visits short, and pick quiet times until the recall holds every time.
Salem rules
Salem requires a leash of appropriate length off your property and licenses dogs at $10 or $15
Section 8-35 of the Salem code bars a dog from being at large anywhere but its owner's premises, or another person's with their consent; elsewhere it must be controlled and restrained by a leash of appropriate length. The fine is $50 for each offense, the code names public beaches, parks, malls and market areas, and an unpaid fine draws a $25 surcharge after 21 days. Section 8-36 requires you to carry the means to pick up after your dog, with a $50 fine for each offense.
The City Clerk at City Hall, 93 Washington Street, licenses every dog six months or older and will not grant a license without a veterinarian's rabies certification. The fee is $10 a year for a spayed or neutered dog, with proof, and $15 otherwise. The city extends the deadline each year to the second week of May, after its early-May rabies clinic at the Salem Police Station, and a renewal paid after July 1 adds a separate $15 late fee, plus any unpaid prior year.
- A leash of appropriate length; $50 per offense
- Carry bags; $50 for each offense of waste left behind
- License: $10 spayed or neutered, $15 otherwise
- A separate $15 late fee after July 1
After the stay
The go-home lesson should cover Salem's two tests: passing people calmly and a recall from play
At pick-up you take over the cues. Foundation includes one go-home lesson and Advanced two scheduled coaching lessons, held at our building on Eastern Ave; the trainer shows each skill, then coaches you through it with your own leash and rewards. Tell us at the consult that home means Salem sidewalks and the Leslie's Retreat park, so the lesson covers passing people calmly and a recall away from play.
In the weeks after, raise the difficulty one step at a time. If the recall weakens, private sessions start from $94. Canine Campus runs two, four or six weeks of day training, with your dog home each night and homework after every day; it includes pick-up and drop-off, so ask whether we can reach your Salem address before you count on it. Questions between steps go to the front desk through the Dogtown app.
