North Shore leash laws by town: Gloucester to Newburyport in one table
Walk from Rockport into Gloucester and your dog leaves a voice-control town for a city that wants a six-foot leash. This page sets ten North Shore towns side by side, names the bylaw or ordinance behind each rule, and explains what a voice-control town really asks of your dog's recall.
The table
Ten towns, ten rules: the North Shore leash table at the time of writing
Each town on the table writes its own rule, because Massachusetts General Laws chapter 140, section 173 lets a city or town make its own ordinances and bylaws on the control of animals. The state sets a leash rule of its own in one narrow place: section 174B requires a chain or leash in an officially designated highway rest area, with a fine of up to $100. Everywhere else the choice between a leash, voice control and no rule at all is made at town hall, and it changes at the town line.
We checked every row in fall 2026, and three rows are thinner than the rest on purpose. The general bylaws of Ipswich and Beverly sit on a code website that would not open for us, and the Town of Danvers website did not load when we checked it, so those rows carry only what the towns' own pages confirmed. For the rest, ask the town clerk. We would rather leave a cell short than paraphrase a rule we have not read.

Voice control
Voice control is written into two town rules, and both put the test on the person
Rockport and Manchester-by-the-Sea are the towns on this table whose general rule accepts voice control in place of a leash. Rockport's dog rules page asks for a leash or direct voice control at all times, a leash in the owner's possession even when it is not clipped on, and a leash without exception in the downtown area. The town's beach and park regulations repeat the choice for public parks: a leash or voice control.
Manchester's bylaw defines the offense rather than the freedom. A dog is running at large when it is off its owner's premises and is neither on a leash nor under the direct voice command of a person able to control it. Notice where the weight falls: the person must be able to control the dog, so a dog that ignores the first call is at large in the eyes of the bylaw, however friendly it is.
Gloucester and Essex take other routes. Gloucester keeps the six-foot leash on its streets but makes voice control a condition inside the fenced dog park at Stage Fort Park, and on Good Harbor, Wingaersheek, Plum Cove and Cressy's during their dog dates the ordinance allows dogs off leash as long as owners stay with them and watch them. Essex has no leash rule; its bylaw forbids only a roaming dog that becomes a nuisance or a threat, and the owner of an impounded dog pays $40 a day.

Recall
Train the recall before you rely on it, because a voice-control town assumes it works
A recall that works in the kitchen is not the recall the Manchester bylaw has in mind. The test is a dog that turns and comes the first time, with a gull lifting off the sand or another dog at the far end of the beach. Most dogs need weeks of short, rewarded practice to get there, and the practice belongs somewhere a mistake costs nothing, which is why a long line comes before any walk that relies on your voice.

Dates and places
Beaches and parks run on dates and hours, so one town can be leash, off leash or no dogs
The table describes streets and sidewalks; beaches and parks keep their own calendars. Gloucester closes Good Harbor to dogs from April 1 to September 30 and lets them run off leash there on even-numbered days from October 1 to March 31, while Wingaersheek is closed from May 1 to September 30 and open on odd-numbered days from October 1 to April 30. Rockport bars dogs from public beaches from June 1 to September 15, and Manchester keeps them off town beaches from April 15 to October 14.
Farther north and west the calendars become clocks. Beverly allows leashed dogs in Lynch Park only from 6 to 7:30 AM between Memorial Day and Labor Day, and in its other parks from 7:30 PM to 7:30 AM. Newburyport names three off-leash places: Cashman Park from 7:30 to 9 AM and 4 to 7 PM, and Moseley Woods and March's Hill from dawn to dusk. Peabody keeps dogs out of city parks except the Independence Greenway.

At Dogtown
At Dogtown your dog arrives on a leash and runs free only inside a fenced, matched group
Whatever your town allows, bring your dog to 210 Eastern Ave on a leash with a secure collar or harness; for daycare that is all you need to bring. Off-leash time here happens in a playgroup of 7 to 10 dogs matched by size and temperament, on the turf yard and the indoor floors, with a handler watching. Every dog starts with a free evaluation on a weekday between 6:30 and 9:30 AM, by appointment.
We also ask for a current city dog license with the Rabies, DHPP and Bordetella records, and every town on this table licenses its own dogs.
