Gloucester's leash law and dog ordinances, plainly

Gloucester's leash rule, in broad terms, is that a dog off its owner's property must be on a leash and under control, at the time of writing. Voice control does not substitute for a leash in Gloucester the way it does across the line in Rockport, and the no-leash-law freedom of Essex stops at the Essex town line. The city's Dog Regulations page holds the ordinance text, the exemptions and the fines.

The rule applies on sidewalks, on the boulevard, on the lawns of Stage Fort Park and on the trails of the city's parks. Whether and how it applies on the beaches during the months dogs are allowed is set out on the city's detailed beach page, beach by beach. When in doubt, the leash is never the wrong choice. Fines are published by the city, and we do not repeat a figure that can change between one season and the next.

Gloucester's beaches take dogs from October 1 to April 30 at the time of writing, with two twists: Good Harbor admits dogs on even-numbered days only and closes to them from April 1 for nesting piping plovers, while Wingaersheek takes dogs on odd-numbered days. Trails have their own owners and their own rules. Ravenswood Park in West Gloucester, a Trustees property, welcomes dogs under the Trustees' dog guidelines. Dogtown Common, 3,600 acres of woods and boulders, is dog friendly. Halibut Point State Park requires leashes. On city land the city's leash rule applies; on Trustees, Greenbelt or state land, the sign at the trailhead does.

A dog who pulls on Washington Street is usually a dog with more energy than the walk can spend. A daycare day changes that: a morning in a matched playgroup of 7 to 10 dogs on the turf, and the evening leash walk becomes a stroll. Full days are $42 and half days $33, and every dog starts with a free evaluation on a weekday between 6:30 and 9:30 AM.
