Millbrook Meadow is Rockport's four-acre park in the middle of town: a two-acre mill pond, a brook, a frog pond, gardens and a playground, with no cars inside. It is small, busy and sits right where the town draws its leash line. This page sets out where that line runs, how to walk in, and what the park asks of a dog.

The rule

A leash at all times: the meadow sits inside Rockport's downtown district

Chapter 10 of Rockport's Code of By-Laws, updated December 16, 2025, covers animal control. Section 4 says that on public ways and other public property, parks included, a dog must be on a leash or under direct voice control, except in the downtown district, where the voice-control choice falls away. The by-law draws that district along the shoreline from King Street south to High Street, then by Parker Street and Railroad Avenue back to King Street, and along King Street to the water.

King Street runs along the meadow's western edge, and the park lies on the downtown side of it, between King Street and Front Beach. That is our reading of the boundary against a street map, since we have not found a town map of the district. The town's Doggy Do's and Don'ts page is plainer still: in the downtown area, dogs must always be leashed. Elsewhere in Rockport an owner may use voice control instead, but only while staying with the dog and carrying a leash.

The animal control officer or any Rockport police officer can enforce the by-law. When the town issues a non-criminal ticket, the fine is $50 for a first offense, $100 for a second, $300 for a third and $500 after that, counted over two years, and each day can count as a separate offense. The town's beach and park regulations also close every park and beach between 11 PM and 6 AM.

The park

Four acres, half of it water: Mill Pond, the brook, the frog pond and a playground

Rockport's Guide to Public Paths, Beaches and Town Landings, compiled by the town's Rights of Way Committee, describes Millbrook Meadow as a four-acre park in downtown Rockport, across the road from Front Beach. Half of it is Mill Pond, which the Millbrook Meadow Committee calls a two-acre haven for wildlife; the guide lists turtles, eels, fish, otters, ducks and kingfishers. The rest is the Meadow itself: a winding brook, a frog pond, a native shade garden, benches and a playground for children.

Mill Brook leaves the pond over the dam, runs through the Meadow and past the Frog Pond, then passes under First Settlers' Bridge to reach the Atlantic at the north end of Front Beach. Below the dam sits a 25-foot curved granite bench, and a carved granite whale called Millie draws the children. The Rockport Garden Club bought the Meadow in 1938 and gave it to the town, and after the old dam failed in 2006 the town built a new one and dredged the pond. With a dog, this is a short loop for sniffing, not a long hike.

Getting in

Walk in from Beach Street, King Street or Mill Lane; cars stay outside

The park has several ways in on foot and none for vehicles. The main entrance is on Beach Street across from Front Beach, beside The Cove at Rockport inn, and it is wheelchair accessible. Two entrances open from King Street on the west side, and Mill Lane, off Main Street, leads straight in at the east side of Mill Pond. The table sets out each entrance as the town's guide describes it, so you can pick the one closest to where you parked.

Parking is the hard part in season. The guide lists limited metered street parking along one side of Beach Street, more metered spaces on downtown Main Street, and more a short way north at Back Beach. We do not print rates or time limits, which the town sets and posts. Wherever you find a space, the walk to the meadow passes through the downtown district, so clip the leash on at the car rather than at the gate.

When to go

Go early or out of season; summer brings events, crowds and a closed beach next door

The meadow is a town gathering place, and the Millbrook Meadow Committee coordinates its use for public and private events, so a summer weekend can put a crowd into a small space. Even on a quiet day a dog meets toddlers at the playground, picnic blankets on the grass and ducks at the edge of the pond, all within a few yards. Keep the leash short near the playground and the water, and keep paws out of the seasonal beds the Rockport Garden Club plants and tends.

Front Beach is a public beach, and the by-law keeps dogs off every public beach in Rockport from June 1 to September 15, with service dogs excepted. The brook meets the sea at the north end of that beach, so in summer the walk stops at the sand. From September 16 to May 31 the beach reopens to dogs, and since it sits inside the downtown district by our reading, the leash stays on there too. The town's regulations also prohibit disturbing nesting birds or other wildlife, which covers the pond's ducks.

Bags and walks

Rockport bought green, biodegradable bag dispensers and placed two of them at Millbrook Meadow, one at the Beach Street end and one the town lists as by the park, with others at Dock Square, on Bearskin Neck and beside the Front Beach bathrooms. The by-law requires waste to be removed from any park, beach, sidewalk or street and put in a suitable container, and it rules out someone else's trash or compost bin as a place to leave the bag.

Can my dog be off leash at Millbrook Meadow?
No. By our reading of Rockport's by-law, the meadow lies inside the downtown district, where a dog on public property must be leashed and voice control is not an option. The town's dog page says dogs in the downtown area must always be leashed. Outside the district, Rockport allows voice control, but only with the owner present and a leash in hand.
Is there parking at Millbrook Meadow?
Not inside the park, which has no vehicle access. The town's trail guide points to limited metered street parking along one side of Beach Street, more metered parking on downtown Main Street, and more a short distance north at Back Beach. Read the meters and signs for current rates and limits, which we do not publish here.
Can I take my dog from the meadow onto Front Beach?
Only outside summer. Rockport bars dogs from every public beach from June 1 to September 15, with service dogs excepted, and Front Beach is right across Beach Street. From September 16 to May 31 a dog may go on the sand, and because the beach lies inside the downtown district by our reading, keep the leash on there as well.
What happens if I do not pick up after my dog in Rockport?
You can be fined. The town's dog page puts the penalties for leaving waste at $25 to $200, and the by-law requires owners to remove waste from parks, beaches, sidewalks and streets and dispose of it properly, never in someone else's bin. If you run short of bags, two free dispensers stand at Millbrook Meadow.
When is Millbrook Meadow open?
Rockport's regulations for public beaches and parks close them between 11 PM and 6 AM, and they bar overnight parking at beach and park areas during those hours. In summer, daytime events can fill the meadow, since the Millbrook Meadow Committee coordinates public and private use of the park. An early-morning visit avoids most of that.
