Dogs at Manchester town beaches: White, Black and Magnolia beaches
Singing Beach gets the attention, and it has its own page on this site. This one covers the town's four other beaches, what the bylaw asks of a dog on them, where you can park, and Masconomo Park, where the ban never lifts. We read the bylaw, updated July 15, 2026, and the town's beach and parking pages in fall 2026.
The rule
No dogs from April 15 through October 14, then a leash or real voice command
Article X, section 28 of Manchester's general bylaws governs every town beach. No owner or keeper may let a dog onto any town beach from April 15 through October 14. The town's page for Black Beach gives the open season as October 15 to April 14, and the Singing Beach page says dogs are allowed on any beach in Manchester for those same months. When the season opens, the at-large rule still applies: a dog off its owner's premises must be on a leash or under the direct voice command of a person able to control it.
Clean-up is written into the bylaw with beaches named first. The owner or keeper must remove and dispose of any feces a dog leaves on a beach, sidewalk or street, in a park or other public place, either by carrying it home or by using a proper waste receptacle; town storm drains, water bodies and wetlands are banned as disposal points. The Animal Control Officer can issue a notice of violation, with fines of $10, $25 and then $50, plus a $10 pick-up fee if your dog has to be collected.

Beach by beach
Four more town beaches, with little or no parking and few facilities
The Parks and Recreation pages list four town beaches besides Singing Beach. Black Beach is on Ocean Street near Coolidge Reservation, with trash barrels and nothing else, and the town says it has no parking spaces. White Beach, also listed on Ocean Street, has parking and portable toilets, but the town's parking page lists that lot for resident-sticker parking from May 1 to October 1, with no parking from 10 PM to 5 AM, and the bylaw says residents' visitor placards are not valid there.
Magnolia Beach is the odd one. It sits below the basketball court on Shore Drive and can be reached only through Gloucester, which owns the court and the parking spaces beside it, so parking there takes a Gloucester permit; the property's other side is private, with no public access. The Trustees' page for Coolidge Reservation says the reservation includes part of Magnolia's Gray Beach and that dogs are not allowed on Gray (Magnolia) Beach, so keep off any stretch posted as Trustees land. West Manchester Beach, on Harbor Street, has just two parking spaces, for Manchester residents.

Masconomo Park
Masconomo Park is closed to dogs in every month, concert nights included
The same section of the bylaw keeps dogs off town playgrounds and parks, town cemeteries, and Town Hall, public school and public library grounds, and unlike the beach rule it has no season. Masconomo Park, the Parks and Recreation park across from 60 Beach Street on the harbor, falls under it all year. The park has a community bandstand, a Little League field, a children's playground and several dozen benches along the water, and it hosts the town's Music in the Park series on summer Tuesday nights, from 6 to 8 PM. The dog stays home for the concerts.
The park's lot is often why a dog owner ends up there. The bylaw lets residents' visitor placards be used in four municipal lots, Masconomo Park among them, and the town's parking page lists about 20 three-hour visitor spaces, resident-sticker parking with no time limit, and no parking from 2 to 6 AM. The town does not say whether the lot itself counts as part of the park. If you park there with a dog in the car, leash it before the door opens and walk away from the park, not across it.

Off-season visits
From October 15, bring a leash unless your dog truly comes on the first call
Voice command in Manchester is a standard you have to meet, not a permission that comes with the date. The bylaw counts a dog as running at large when it is off its owner's premises and neither on a leash nor under the direct voice command of someone able to control it. On a small beach that standard is tested quickly, by gulls, by a dog coming the other way, by a walker who would rather not be greeted. If your dog's recall is shaky, keep the leash on, because a leash satisfies the bylaw in every case.
The bylaws also treat Black and White beaches as summer swimming beaches: from Memorial Day to the day after Labor Day, skin diving and scuba diving there are banned except from the extreme ends, and dogs are off the sand for that whole stretch and more. In the cold months, ticks slow down but do not vanish; the CDC says they can be found year-round, so a quick check after a walk through beach grass still makes sense.

The closed months
April 15 to October 14: at-home walks and Pup Van daycare days
For half the year a Manchester dog has no town beach, and the daily walk has to come from somewhere else. Manchester-by-the-Sea is also a Pup Van town, so a daycare day at 210 Eastern Ave in Gloucester comes with transport for $10 each way. A full day is $42 and a half day $33, in a playgroup of 7 to 10 dogs matched by size and temperament, with splash pools on the turf yard for hot afternoons. Walks and daycare both begin with the free evaluation on a weekday between 6:30 and 9:30 AM; bring your dog's Manchester license and its Rabies, DHPP and Bordetella records.
