Dogs at Hampton Beach, NH: state beach, town beach and North Beach rules
Two managers write the dog rules on the Hampton shore: NH State Parks, for Hampton Beach State Park, its South Beach and North Beach, and the Town of Hampton, for its own beaches. The dates differ by a few weeks and the hours differ a lot. This page sets them side by side, with parking, plovers, horses and the drive back to Massachusetts.
The rules
State beaches close to pets May 1 to September 30; town beaches use early and late hours
NH State Parks sets one schedule for its Hampton beaches. The Hampton Beach State Park page says pets are not allowed on the beach from May 1 to September 30 and are allowed from October 1 to April 30, on a standard or retractable leash no longer than 6 feet, with owners cleaning up the waste and putting it in a trash can or taking it off-site. The South Beach page repeats that rule, and North Beach's page says pets are not permitted in the park in season, May 1 to September 30, with leashed pets welcome from October 1 to April 30.
The Town of Hampton's animal ordinance, Chapter 18 of the town code, handles the town's own beaches differently. Section 18-10 allows animals on Town of Hampton beaches at any time from Labor Day to Memorial Day; from Memorial Day to Labor Day, only after 6 PM and before 8 AM. Section 18-6 keeps a dog on a leash and under restraint off its owner's property, and section 18-9 requires waste on any public property, beaches included, to be removed immediately, with fines of up to $50 for a first violation and up to $100 for later ones in the same year.

Whose sand
Know who manages the beach before you trust the town's evening window
The town's summer window, before 8 AM and after 6 PM, applies only to Town of Hampton beaches, and the ordinance does not list them by name. Hampton Beach State Park at 160 Ocean Boulevard, South Beach at 8 State Park Road and North Beach at 920 Ocean Boulevard are all state parks, so a summer evening walk with a dog on them breaks the state rule, whatever the clock says. If you cannot tell who runs a stretch, read the posted signs, or call the regional park office at 603-227-8722 before you go.
One name trips up visitors from Massachusetts. North Beach is in Hampton, beside Ocean Boulevard, and takes leashed dogs from October to April. North Hampton State Beach is a separate park in the next town, and NH State Parks lists it among the parks where pets are prohibited year-round. The state's pet page adds rules for every park visit: a leash of 6 feet or less, waste removed, and an animal never left unattended, including in a vehicle or a camper.

Parking
Meters run April 1 to October 31, and South Beach charges $15 a car when staffed
NH State Parks says metered parking at Hampton Beach State Park and North Beach runs from April 1 to October 31, 8 AM to midnight, so the first month of dog season is still a paying month. Pay stations at the state beaches take cash, coins and cards, and a short stretch of North Beach has coin-only meters. Hampton Police rules for the state's metered spots along the sea wall on Ocean Boulevard, from 6th Street to 19th Street, add no parking after 10 PM, no idling and head-in parking only.
South Beach works on a different system: $15 per passenger vehicle, nothing for New Hampshire residents aged 65 and over, and $30 for an RV, which takes two spaces. It is also the lot NH State Parks names for horseback riders, since riding is allowed on Hampton Beach from October 1 to April 30, the same months as dogs. The state warns that off-season the parks are typically unstaffed, comfort stations are unavailable and gates may be closed. North Beach's bathhouse is the exception, open year-round.
On the sand
October to April: plovers, horses, cold surf and nobody on duty
Piping plovers are the wildlife to know on this stretch. New Hampshire Fish and Game lists the bird as endangered in the state and threatened federally, and names Hampton and Seabrook as where it occurs. Plovers nest on coastal beaches above the high tide line and in the dunes, which is where South Beach's dune grass grows. Keep your dog on the open sand below the dunes, even in October, and give any fenced or signed area a wide berth.
Off-season, NH State Parks reminds visitors that its parks are typically unstaffed and that people recreating there assume the risk. With a dog, that means bringing your own water, bags and a towel, keeping the leash on in a wind that carries every scent off the water, and expecting horses on the sand on the same mornings you are there. A rider coming up the beach needs room; a dog at the end of a 6-foot leash, sitting beside you, gives it.

Dogtown
Hampton's dog season matches Cape Ann's, and the salt rinse is the same
Hampton's state beaches open to dogs on the same date as Gloucester's: Wingaersheek Beach takes dogs on odd-numbered days from October 1 to April 30, and Good Harbor on even-numbered days from October 1 to March 31.
