Halibut Point State Park with your dog: leashed, on the quarry rim
Halibut Point is the walk our Rockport customers do on a windy Sunday: open granite, the quarry and the ocean. It is also a leash park, which changes what it asks of a dog. This page covers the rule, the footing and how a Dogtown bath or walk fits around it.
The place
A state park in Rockport where the leash stays on
Halibut Point is run by the state, not the town, and the state requires dogs to be leashed there at the time of writing. That is the whole of the dog rule, and it is why this page reads differently from our Dogtown Common page. Hours, the parking fee, restroom seasons and event closures change year to year, and the park's page on mass.gov is where the current version lives, so read it before you drive up.
The park itself is granite: a flooded quarry with a rim path, ledges that run down toward the water, and open rock that holds heat in July and takes the full wind in January. Step outside the park boundary and you are in Rockport, where the town asks for a leash or direct voice control and bans dogs from its public beaches from June 1 to September 15. What it asks
Leash manners for an hour, granite pads and a quarry rim
A leash park asks for a different skill than a woods walk. Your dog will be on the lead for the whole visit, so a dog that pulls turns a pleasant hour into a shoulder injury, and a dog that lunges at every passing spaniel makes the rim path miserable for everyone. Loose-leash walking, a sit at the overlooks while you take in the view, and calm passing on narrow ledge paths are the three things to have in place before you go.
The footing is unforgiving in both seasons. Granite in July gets hot enough to burn pads, and the AVMA's heat guidance applies as much on rock as on pavement; in winter the same ledges ice over and the wind adds to the cold. Keep the leash short on the quarry rim, where a dog that sees a gull can pull you toward an edge. Ticks live in the scrub between the rock from April to November, and the wooded edges hold porcupines and coyotes that come out as the light goes.

Cape Ann's dog rules change at every town line and every property line, and Rockport is the strictest corner of it in summer. The table sets Halibut Point against the places our Rockport customers ask about most, with the source that publishes each rule. Everything is as of the time of writing; the source pages win when they disagree with us.
The pattern is worth noticing. State land means a leash. Trustees land means their guidelines, property by property. City land in Gloucester means the city's regulations, and Rockport's town land means the town's. When you are not sure whose land you are standing on, the leash is the answer that is never wrong. On Halibut Point there is no ambiguity at all.

How Dogtown fits
Back over the town line: the bath, the walk and the Pup Van
Our building at 210 Eastern Ave is on the Gloucester side of the Rockport line, on the way home for most Rockport dogs. A salt-and-granite morning ends well with a bath only, priced by size from $55 for a dog up to 25 pounds to $85 over 90 pounds, and a nail clipping at $16 for nails the rock has roughed up. Grooming takes no evaluation, so you can book it for the same afternoon online or in the Dogtown app.
On the days Halibut Point is iced or the wind is too much, our team walks dogs from home: solo walks of 20, 30 or 60 minutes at $25, $35 and $55, with a photo and a note after each one. Ask us whether we cover your Rockport address, since coverage depends on the street and the season. The Pup Van runs to Rockport for $10 each way, so a $42 daycare day can happen without you leaving the house. Every dog new to us starts with the free evaluation, weekdays between 6:30 and 9:30 AM.
