Forest Lake Park in Methuen with your dog: leashed, residents only

Forest Lake is Methuen's own swimming lake, set in the City Forest off Hampshire Road near I-93, and the city runs it as a residents' park with a gate and a fee. The dog rule is short but precise about the two spots a leashed dog may not go. Here is the code, the gate, the off-season, and what to do when the lake is not an option.

The rule

Leashed dogs are allowed in Forest Lake Park, but never in the swimming area or at the boat ramp

Methuen's park ordinance starts from a ban and then makes one exception. Section 18-11(b) makes it unlawful to bring any animal into the City Forest area, then permits leashed dogs in Forest Lake Park, excepting the swimming area and the boat ramp. The same clause admits horses to the park, but only on its horse trails. A dog is therefore legal on the park's grounds and paths when it is leashed, and illegal on the beach where people swim and on the ramp where boats go in.

The leash itself is defined elsewhere in the code. Section 23-46 says a dog outside its owner's or keeper's property must be held firmly on a leash no longer than six feet, and section 23-48 makes owners pick up after a dog in any public park or on any beach, at $100 per offense. A breach of the park chapter can bring a fine of up to $100, each day counting as a separate offense, and a city police officer may enforce it.

Who gets in

Admission is the part that rules out most visitors. Section 18-12 limits admission to the City Forest, and to other areas the Mayor designates and posts, to residents of the City of Methuen, and the code attaches no season to that limit. Section 18-13 leaves the permit fees to the Mayor. If you live in Andover, Lawrence or anywhere on Cape Ann, Forest Lake is not your walk, whatever the dog rule says.

In season, the city's Forest Lake page spells out the gate. Daily entry is $10 per vehicle for Methuen residents only, paid by credit card, by check to the Methuen Recreation Department or by money order. A $50 season pass, limited in number and good for one entry a day, came as a sticker sold at the entry gate from June 29. Every car needs a driver's license and the car's registration, and in summer the lake is open daily from 10 AM to 7 PM.

The approach

Getting there: I-93 Exit 47, Pelham Street, then Hampshire Road

The city's directions start on Route 93, from the north or the south. Take Exit 47, bear left onto Pelham Street and follow it to the end, turn left onto Hampshire Road, then take the first left at the bend into a large entrance with no sign. Keeping right at the fork leads to the public boat ramp and the beach, the two places a dog may not go, so a dog walker has reason to remember that fork. From the south, the page also routes drivers up I-495 North to Exit 40B.

The city's park list places Forest Lake on Ridgewood Lane. The lake page describes swimming, fishing and recreation and says nothing about named trails or distances, so we will not name a loop here. When to go

Closed since August 27, 2026: plan around the gate, the crowds and the ticks

Forest Lake's page reported the lake closed for the 2026 season as of August 27, 2026, so a fall visit starts with a call to the Recreation Department. The park chapter also lets the Director of Public Works close any section of a city park at any time, temporarily or on a schedule, and Forest Lake appears on the city's own list of parks. Residency still governs admission under section 18-12 when the summer gate is not staffed.

In season, a swimming lake on a hot afternoon is busy, and a dog on a six-foot leash beside a crowded beach is close to the one spot it is barred from. Go early, keep to the paths away from the sand, and give any horses room to pass. A posted swimming closure is a good reason to keep a dog's nose out of the shallows too. Ticks are active on the North Shore from April to November, so check ears, armpits and toes before the drive home.

The alternatives

Not a Methuen resident? The rail trail, a city dog park and a bath on Eastern Ave

For non-residents, and for everyone once the gate shuts, the Methuen Rail Trail is the leashed walk in town: 2.4 paved miles that the city lists among its parks, on Railroad Street, with its own page here. The city's park list also names a Gill Ave Dog Park, but the listing gives no rules, hours or fencing, so ask the city before you rely on it. Riverside Park is not an option, because the code bars animals there, leashed or not.

A lakeside walk that ends in shoreline mud is what our bath and brush is for. At 210 Eastern Ave in Gloucester it is a warm bath, blow-dry and brush-out priced by size, from $55 for a dog of 25 pounds or less to $95 for an extra-large long coat, and grooming needs no evaluation. Methuen is outside the Pup Van towns, and the drive is about an hour by our estimate, so book it for a day you are heading to Cape Ann anyway.

If what your dog misses is the water, remember that Forest Lake's swimming area is off limits to dogs in every season. Can I bring my dog to Forest Lake in Methuen?
Yes, on a leash, if you are a Methuen resident. The city code lets leashed dogs into Forest Lake Park but keeps them out of the swimming area and off the boat ramp, and it limits City Forest admission to residents. In season the gate charges $10 per vehicle per day and checks your license and registration.
Can dogs swim at Forest Lake?
Not from the swimming area, which section 18-11(b) of the Methuen code closes to dogs, along with the boat ramp. The code also asks for a leash of six feet or less, held firmly, which keeps a dog at the water's edge at most.
