Dogs in Massachusetts state parks: the DCR rules
Halibut Point in Rockport, Bradley Palmer in Topsfield and Willowdale in Ipswich are state parks within easy reach of Cape Ann, and all three follow one statewide regulation. This page reads that regulation, adds DCR's own list of off-leash and no-dog places, and flags the spots where the two do not quite line up. It is general information, not legal advice, and the park office and the posted signs govern on the day.
The leash rule
Ten feet of leash on DCR land, unless a sign designates something else
Section 12.13(2) of DCR's Parks and Recreation Rules says that, unless an area is designated and posted otherwise, nobody may have a pet on DCR property unless it is 'restrained within a cage, or is bridled, or is restrained on a tether or leash no greater in length than ten feet.' Subsection (1) also bars letting any pet be unattended, roam or be at large. The leash rule does not apply to hunting, the training of hunting dogs, dog sledding, or the training of sled or search dogs.
Where DCR has designated an off-leash area, subsection (3) still requires the owner to accompany the dog 'with leash in hand' and keep effective control by voice, by electronic training collar, or as a ranger or officer directs. DCR's dogs guide translates that into plain terms: the dog stays in sight, comes immediately when called, stays on command, does not charge or chase people, dogs, horses or wildlife, and is leashed entering and leaving the area, with one leash in hand for each dog.

Beaches and closed areas
Coastal beaches close to dogs from May 1 to September 15, and some places never open
Section 12.13(4), repeated in the beach rules at 12.06(11), bars pets from coastal beaches and from designated swimming areas of inland beaches from May 1st through September 15th each year, 'unless otherwise posted.' Section 12.06(10) separately keeps people and their pets out of any sensitive beach habitat posted as restricted, and DCR's dogs guide lists coastal beaches designated as priority shorebird nesting habitat as closed to dogs from April 1 through September 15, unless otherwise posted.
Other places are closed to pets by rule or by DCR's list: camping structures and the sites they stand on under 12.13(10), and, in the guide, DCR buildings, playgrounds, swimming pools, Walden Pond, the Boston Harbor Islands and Sandy Point State Reservation on Plum Island. The guide also lists 'DCR parking areas' among the places dogs are not allowed, while elsewhere telling owners to keep dogs leashed in all parking areas. Read that as a leash in the lot, and ask the park if it matters to your visit.
Near Cape Ann
Three leash parks, three off-leash spots and one no-dog reservation north of Boston
DCR's location pages for Halibut Point State Park, Bradley Palmer State Park and Willowdale State Forest each list dogs as allowed, so the ten-foot rule applies on their trails. DCR's off-leash list for its North Region names Georgetown-Rowley State Forest on its trails, Harold Parker State Forest on trails outside the recreation area and campgrounds, and Breakheart Reservation at Bark Place in Saugus. The guide adds that rules may vary at each off-leash area, so the posted rules come first.
Halibut Point is the one Cape Ann owners know best: DCR describes it as a granite edge between the Atlantic and the mainland, with trails, tide pools, rocky ledges and an old quarry, and its park rules prohibit swimming in or entering the quarry. A ten-foot leash there is a practical rule as much as a legal one, so keep a water-loving dog close at the rim and on the ledges. On the coastal beaches DCR runs south of Cape Ann, the summer closure is the rule to remember.

Numbers and paperwork
Four pets per person, rabies proof on hand, and waste carried out
Section 12.13(14) limits anyone to four pets or other domesticated animals on DCR property at one time without a special use permit or a commercial dog walking permit, and 12.08(22) caps pets at four per campsite where pets are allowed. Commercial dog walkers need an annual DCR permit shown on their person and vehicle, and DCR's guide says that permit allows up to eight dogs. Subsection (7) requires proof of rabies vaccination for any pet the law requires to be vaccinated, and subsection (11) requires owners to remove and dispose of their pets' feces.
Two smaller rules catch people out. A pet may not be hitched or tied to a fence, flagpole, tree, bush or any other DCR structure unless that is designated, so a dog cannot wait tied outside a restroom. And DCR staff may direct that an animal be removed, with eviction, a ban or a fine for refusing. Section 12.20 says violators are 'subject to a fine, as may be provided by law' without listing amounts; a citation must be paid within 21 days or a hearing requested, and an unpaid fine may increase.

Summer plan
When the beaches close, the turf yard at Dogtown stays open
The state closure on coastal beaches overlaps the local ones. Gloucester bars dogs from Good Harbor from April 1 and from its other beaches, Crab Beach aside, from May 1; Rockport keeps them off from June 1 to September 15; and Essex closes its beaches in June, July and August. A summer dog on Cape Ann needs somewhere to run that is not sand, and a leashed walk in the heat is a short outing at best.
