Beverly Common with your dog: the summer park ban and its exemption

Beverly runs its summer dog rules by the clock, and each ward has one park where the clock does not apply. In Ward 3 that park is Beverly Common. This page explains the rule, the exemption and its conditions, how the Common fits a summer day around Lynch Park's early slot, and which other parks share the exemption.

The summer rule

Memorial Day to Labor Day, 7:30 AM to 7:30 PM: dogs out of city parks, with six exceptions

Beverly's summer rules for parks and open spaces take effect every year on Memorial Day and run through Labor Day. Between 7:30 AM and 7:30 PM, dogs are prohibited from city parks, beaches, playgrounds and tennis courts. Lynch Park, at 55 Ober Street, has its own tighter window, leashed dogs only from 6:00 to 7:30 AM and never in the Rose Garden, and the city's cemeteries are closed to dogs at all times, in every season.

The rule comes from section 117-10 of the city's Code of Ordinances, which lets the Parks and Recreation Commission designate special areas in written policy. The commission has named one park in each ward where dogs may still go during the banned hours, on leash and under control at all times, and Beverly Common is the Ward 3 park on that list. The city warns of penalties upwards of $100 per dog, per offense.

The exemption

At Beverly Common, a leash and control at all times are the price of the exemption

The exemption is not a free-run zone. The city's wording for all six designated parks is that dogs must remain on leash and under control at all times, and a town green in July asks more of a dog than a quiet side street does: people sitting on the grass, children running, other dogs, all in the middle of the day. A dog that pulls toward every picnic blanket is allowed by the rule and still a problem for everyone around it.

Waste is the other condition. The city asks owners to pick up, bag it and take it home from the parks to dispose of there. On a busy green in summer that courtesy matters to the people who use it, and it may matter to whether the exemption lasts: section 117-10 requires the commission to report to the City Council every year and recommend whether the arrangement continues, ends or changes.

A summer day

Lynch Park at dawn, the Common at midday, any city park after 7:30 PM

The exemption turns Beverly Common into the midday piece of a summer routine that the ordinance otherwise squeezes into early morning and evening. Lynch Park takes leashed dogs from 6:00 to 7:30 AM. From 7:30 AM to 7:30 PM, the six designated ward parks are the only city parks open to a dog. After 7:30 PM, leashed dogs may use the other city parks again until 7:30 the next morning, with gardens, playing fields and playground areas excluded.

Knowing where the Common is helps. It sits at the edge of downtown, running along Dane Street toward Hale Street, and the city's list gives it no separate address. Do not confuse it with Beverly Commons Conservation Area off Greenwood Avenue, the city and Greenbelt woodland with miles of trail, which has its own page on this site and its own rules.

The other five

One exempt park in each ward, each with its own small print

Beverly Common carries no extra note on the city's list beyond the leash and control rule that covers all six designated parks. The others come with conditions worth knowing before you choose one for a summer afternoon: a beach to stay off at Independence Park, an outfield fence to stay behind at Cooney Athletic Field, and playground or tennis court limits at Colgate Park and Dix Park. Femino Park is the only one the city gives a street for, Lindsay Avenue.

Outside the Memorial Day to Labor Day season, the hour limits in section 117-10 do not apply, but the city's ordinances on dog control, section 117-13, and on animal waste, section 117-5, still do, and the cemeteries stay closed. We could not read the full ordinance text this fall, so for the year-round leash rule in Beverly's parks, read the signs at the Common and ask Beverly Parks and Recreation.

Hot days

When the ban hours are long and the sun is high, a daycare day covers the gap

Twelve banned hours a day in most parks and on every beach make summer the hardest season for a Beverly dog with energy to burn. Beverly is in Dogtown's service area, up Route 128 to its end in Gloucester, and daycare at 210 Eastern Ave is $42 a full day or $33 a half day in a playgroup of 7 to 10 dogs matched by size and temperament, with splash pools on the turf yard and indoor play floors for the hottest afternoons.

New dogs start with a free evaluation on a weekday between 6:30 and 9:30 AM, with Rabies, DHPP and Bordetella records and a current Beverly license. Can I walk my dog on Beverly Common in summer?
Yes. Beverly Common is the Ward 3 park on the city's list of exceptions to the summer rule, so leashed dogs may visit between 7:30 AM and 7:30 PM from Memorial Day to Labor Day, when most city parks are closed to them. The dog must stay on a leash and under control the whole time, and the waste goes home with you.
