Saugus asks a lot of a dog's leash. The town has a 24-hour leash law, the Iron Works allows six feet of lead and Breakheart allows ten. This page is about choosing a stay with that in mind, getting your dog to Eastern Ave, and using those two places as the practice ground once it is home.

The case for a stay
A Saugus dog walks on a leash every day, so a stay that starts with leash skills pays off at home
Under the town's 24-hour leash law, every walk a Saugus dog takes is a leash walk, from the end of the driveway to the far side of Breakheart. A dog that pulls, lunges or spins at the end of the lead turns each of those walks into a chore. Both of our programs open with leash skills, and a stay gives our trainers day after day of repetition in our building and around the playgroups, until the habit is solid enough to hand back to you.
Choose the length by your dog's age and the problem. Foundation, one week, suits puppies, young dogs and dogs missing basic manners. Advanced, two weeks, suits adolescents who know the cues in the kitchen and forget them outside, and adds distraction proofing, neutrality and real-world outings. Saugus to Eastern Ave
Take Route 1 north to Route 128 and stay on it to Gloucester: about 40 minutes
From Saugus center, Route 1 north brings you to Route 128 at the Lynnfield and Peabody line; Walnut Street, which crosses into Lynnfield, is the other way onto the highway. Keep to Route 128 where Interstate 95 peels off toward New Hampshire, then follow it through Danvers, Beverly and Manchester-by-the-Sea to where it ends in Gloucester. Eastern Avenue takes you to our door at number 210. Allow about 40 minutes outside rush hour, by our estimate.
The four Pup Van towns, where the van runs at $10 each way, are Rockport, Gloucester, Essex and Manchester-by-the-Sea, and Saugus is not among them, so ask us about pick-up before you plan the drive. Most families bring the dog in themselves, first for the free evaluation on a weekday between 6:30 and 9:30 AM, then for the start of the stay. The evaluation is a temperament test followed by a few supervised hours in a group, so keep that morning free.
Two places, two leashes
Practice at the Iron Works on six feet of leash, then at Breakheart on ten
Saugus Iron Works National Historic Site is the calmer of the two. The National Park Service welcomes pets on the grounds on a leash no longer than six feet, keeps them out of every park building, and asks visitors not to leave a dog unattended, in a car or tied up, and to keep it at a respectful distance from any animals met there. That short lead suits the first weeks home: loose-leash walking on the paths, a sit before you move off, a settle on the grass while visitors pass.
Breakheart Reservation, run by DCR, gives more room. Outside its fenced off-leash dog area the leash may be up to ten feet, and every parking area is on-leash. Free parking is at 177 Forest Street in Saugus and 100 Hemlock Road in Wakefield, and the park is open sunrise to sunset. DCR keeps dogs out of designated swimming areas at inland beaches from May 1 to September 15 unless posted otherwise, and Breakheart's supervised swimming is at Pearce Lake, so keep summer walks to the trails.
Save the fenced area for after Advanced rather than the first week home. DCR expects a dog off leash there to stay in sight, come immediately when called, stay on command and never charge or chase people, dogs, horses or wildlife, with the leash on going in and coming out. A ten-foot line on a quiet trail is where to build toward that.

Town rules
Saugus requires a leash around the clock and caps each household at three dogs
The town's 2026 license application states that Saugus has adopted bylaws calling for a 24-hour leash law and a limit of three dogs per household. The same form grants each license on condition that the dog is kept from chasing or harassing livestock and fowl, and that its tag hangs from a collar or harness. If a second or third dog is on your wish list after the stay, check the cap before you bring one home.
Licenses come from the Town Clerk's office at 298 Central Street, Suite 7, in person, by mail or through the town's online permit portal. A license taken out for 2026 runs from April 1 to March 31, 2027, and costs $12 for a spayed or neutered dog or $15 for an intact one, with a $20 late fee after June 30, 2026. Pay in cash or by check; if you mail it, enclose a copy of the rabies certificate and a self-addressed stamped envelope.

Once you are home
Handover happens at Eastern Ave; after that, Saugus is the classroom
At collection you take a go-home lesson in Gloucester: our trainer shows each cue with your dog, then coaches you through it with the leash in your hand. Advanced adds two scheduled coaching lessons, so put both dates in the calendar when you book. In the first week back, keep sessions short and start at home, then take the work to the Iron Works, and leave Breakheart's busier loops for later.
For more help, private sessions start from $94 and are booked through the same training form. Canine Campus, our hybrid program of two, four or six weeks with your dog sleeping at home, includes pick-up and drop-off, though from Saugus you should check that your address is covered first. Calm & Connected suits a dog whose leash manners hold but whose reactions to strangers or other dogs still flare, and React Less, Relax More is the longer path for bigger feelings.
