What is your staff-to-dog ratio?

Ratio questions often arrive with a number already in mind, heard from another facility. Before comparing numbers, it helps to know what each one counts. Here is how a board and train day divides, what the state's committee proposed, and how to read any ratio you are given.

What gets counted

A ratio only means something once you know whether it counts people in the building or people in the room

The Ollie's Law advisory committee spent several meetings on this distinction. In December 2025 a member put it simply: supervision means direct supervision, so a group of 45 dogs would need three people in the area, while a building-wide ratio only applies when dogs are kept apart. A kennel can truthfully quote one staff member per fifteen dogs for the whole building while one person stands alone in a yard full of them. The figure that matters is the one in your dog's room.

A board and train adds a third count, because training is usually one person working with one dog. A member's draft shared in August 2025 proposed one person to four dogs for trainings, a reminder that training time and play time are staffed differently. So ask for three figures rather than one: who is with your dog in training blocks, how many people stand with its playgroup, and who is in the building at night. Each answer should come with a reason.

The proposals

The committee's proposals ranged from 1 staff per 15 dogs to a sliding scale, and none is law

At its September 17, 2025 meeting one member set out a sliding scale for staff on the premises and called 1 staff per 15 dogs the industry standard. Others pushed from both sides: one thought four staff for 60 dogs too few, another warned that two staff for five dogs would burden kennels that never mix dogs, and the member who drew up the scale later said 1 per 10 could be considered. Whether dogs mingle or stay in separate enclosures kept coming back as the deciding difference.

None of it is a rule. Ollie's Law lists provider and staff to animal ratios among the topics MDAR's regulations may cover, and those regulations had not been released as of the March 18, 2026 advisory committee minutes. The table shows the September 2025 proposal as the minutes record it, to give a sense of scale. It counts staff in the building, not people in each room, and a matched group of 7 to 10 sits at the small end of it.

Reading a ratio

Read any ratio you are given with four follow-up questions

A ratio is a starting point, and the advisory committee said as much. In July 2025 one member warned that ratios can give a false sense of security because staff training and experience vary so widely, and argued that education mattered more than any number. A well-trained handler with eight matched dogs is safer than two new hires with fifteen mismatched ones. Treat the number as the start of the conversation and listen for how the program explains it.

Bring these questions to the free evaluation, held on weekday mornings between 6:30 and 9:30 at 210 Eastern Ave in Gloucester, where you can watch a group and count for yourself. Ask them of every program on your list and compare the answers in writing. A program that can explain its numbers, its matching and its staff training in one breath has usually thought about all three.

Why won't you give me a single ratio?
Because one figure would describe none of your dog's day accurately. A training block is one to one, a playgroup shares its handlers, and nights run differently again. What we publish is the group size, 7 to 10. Ask at the consult for the staffing on your dates and we answer for each setting.
Is 1 staff per 15 dogs safe?
It depends on the dogs and the people. The figure came up again and again at the Ollie's Law advisory committee as an industry standard, and members disagreed about it, especially for groups where dogs mingle. Fifteen calm, matched adults are a different job from fifteen adolescents, so ask how any ratio applies to the room your dog is in.
Does the ratio change during a board and train?
Yes, through the day. Training blocks are one trainer with your dog, playgroup time shares the handlers with a group of 7 to 10, and how rest time is supervised is confirmed at the consult. At night your dog sleeps in an overnight suite under 24/7 monitoring. Ask how each setting is staffed on your dates.
When will Massachusetts set a ratio?
No date can be given. Ollie's Law lets MDAR set staff to animal ratios for commercial boarding or training kennels, and the regulations were due in 2026, but they had not been released as of the March 18, 2026 advisory committee minutes. MDAR's Ollie's Law page is where they will appear.
