The license looks like the odd item on a training checklist, but it is the simplest to sort and the one that lapses most quietly. This page covers why it is required, how each Pup Van town handles it, and what to do for a puppy, a newcomer or a summer resident.

Dogtown asks every dog that stays overnight or joins a group for a current city or town dog license, and a board and train dog does both. Chapter 140, section 137 of the Massachusetts General Laws says the owner or keeper of a dog over 6 months must license it with the city or town where the dog is kept, and that no license is issued without a vet's certification of rabies vaccination or a certified exemption. A license, in other words, is the town's record that the rabies vaccine exists.
The same section requires the dog to wear a collar or harness carrying a tag with its license number, the issuing town and the year. A neighboring section, 137A, requires commercial boarding and training kennels to keep a record of each dog's license, which is one reason the evaluation asks for it. Bring the license paperwork with the vaccine records, and keep the tag on your dog's collar or harness at drop-off.

The four Pup Van towns license on different calendars, so check yours against the stay
At the time of writing, each town's page sets its own fee and deadline. Gloucester's licenses are due by April 30, with a $20 late fee from May 1; renewals go online, and new licenses go by mail or into the drop box at the Warren Street entrance of City Hall, with a spay or neuter certificate needed unless the rabies certificate shows it. Essex asks for licenses by March 31, charges $15 for an altered dog and $24 for an intact one, and adds a $15 fine after the deadline.
Manchester-by-the-Sea's license is valid from April 1 to March 31 and is registered online, at $20 for a neutered dog and $25 for one that is not, with a late fee of $10 a month, up to $30, if a dog is not registered by April 1. Rockport issues licenses through the Town Clerk at Town Hall, 34 Broadway, online or in person, against proof of rabies vaccination; the pages we checked do not list the fee, so call the clerk. Confirm on your town's page before you renew.

Special cases
Puppies, new arrivals and summer residents each start from a different place
State law does not require a license until a dog is over 6 months, and AAHA notes that rabies vaccines are labeled for puppies from 3 months, so a young puppy may have neither yet. Dogtown's published requirement is a current license, so ask at the consult how it applies to a puppy too young to hold one; the youngest age for a stay is confirmed there too. A dog that has just moved to Cape Ann needs a license from its new town, because the law ties it to where the dog is kept.
Summer residents meet the same rule from the other side. If your dog spends the season in Rockport or Manchester-by-the-Sea and the rest of the year elsewhere, ask both towns which license applies, and bring whichever is current. A dog licensed in another state is a question for the consult. And if a tag goes missing before drop-off, replace it; Gloucester charges $5 for a lost tag, and other towns set their own fee.

Getting one in Gloucester
A first Gloucester license goes by mail or drop box, so start it before you book the evaluation
Renewals in Gloucester go through the city's online portal, but a brand-new license cannot be done online. It goes by mail or through the drop box, and the tag comes back by mail, so allow time. The City Clerk's office at 9 Dale Ave does not process applications over the counter, although an application with payment can be dropped off there. The steps below are the usual order for a dog being licensed in the city for the first time.
The city announced in June 2025 that fees would rise in 2026, which is why the current figures are $20 and $25 plus the $2 processing fee. A dog that missed last year's license owes that year's fee and a $10 late fee on top of the current year's, according to the city's page. Check the page before you send anything, and send Dogtown a copy of the license once it arrives.

For your dog, a current tag is also a way home if it ever slips its collar
The license is a record, but the tag is practical. A dog that slips its collar on a walk along Bass Avenue or at the Stage Fort dog park carries its license number and its town, which links it back to your town's records. That is reason enough to keep the tag on the collar or harness your dog wears every day, alongside an ID tag with your phone number, and to check the clip before drop-off.
Timing matters most in spring. A stay that runs across April 30 in Gloucester, or March 31 in Essex and Manchester-by-the-Sea, needs the new year's license before drop-off rather than partway through. Put the renewal date in your calendar beside the rabies due date, since the license depends on it. Our board and train page lists everything else the stay requires.
