Does my dog need a city license for daycare?
Licensing is the requirement people most often forget, because it comes from town hall rather than the vet. It matters more than it looks: the license is how a Massachusetts town confirms a rabies vaccination, and the tag is how a dog who slips a collar at Stage Fort Park gets home. Here is how it works for each Cape Ann town and how it fits into a Dogtown start.
The short version
Yes, and the reason is the rabies certificate behind every license
A Massachusetts dog license is issued by the city or town clerk, and the clerk asks to see a current rabies certificate first; Gloucester's licensing page says so plainly. So when Dogtown asks for the license, we are asking for a second, independent confirmation of the most important vaccine on the list, plus a tag with a number that traces back to you. That is why it sits on the same checklist as Rabies, DHPP and Bordetella at the evaluation.
The requirement covers everything that runs through the evaluation: daycare, Dogtown Academy, overnight stays and at-home walking. It does not matter which town issued the license, only that it is current. A Manchester dog licensed for the April to March year and a Gloucester dog licensed by April 30 are both in good standing at our desk. Bring the tag, the paper license or the clerk's receipt.

How it works at Dogtown
Each Pup Van town licenses a little differently, so here is the map
The four towns the Pup Van covers for $10 each way, Gloucester, Rockport, Essex and Manchester-by-the-Sea, each run their own licensing. Gloucester is the one we see most: the City Clerk at 9 Dale Ave, $20 for a spayed or neutered dog plus a $1 fee, a current rabies certificate in hand, and a $20 late penalty once April 30 passes. Manchester's license year runs April 1 to March 31 at $20, or $25 if the dog is not neutered.
Rockport and Essex license through their Town Clerks as well; both publish fees and forms on their dog pages, and Essex is worth reading in full because it is the Cape Ann town without a leash law. Rules and fees change, so treat the figures here as accurate at the time of writing and check the town page before you go. If you live outside these four towns, your own clerk's office is the place to start.

Step by step
Licensing a Gloucester dog before the evaluation takes one errand
If your dog is new to you or new to the city, the order matters. Rabies first, because the clerk will not issue a license without the certificate. Spay or neuter paperwork second, if it applies, because it changes the fee. Then the clerk's office, then the evaluation. The whole thing fits in a morning, and once the license exists, renewal each spring is a repeat of the same visit or whatever mail or online option the clerk offers that year.

What it means for your dog
Puppies license after the rabies shot; new arrivals re-license in their new town
A puppy cannot be licensed until the rabies vaccine is given, at an age your vet sets, which is also why puppies do not start daycare before the series is done. Plan the clerk visit for the week after that shot and book the weekday-morning evaluation right behind it. A dog who moves to Cape Ann with a license from another town or state should re-license locally; ask the clerk whether the old tag carries you to the next renewal.
For adult and senior dogs the license is a yearly habit with a deadline. In Gloucester, April 30 is the date, and the $20 penalty after it costs as much as the license itself. Put the renewal next to the spring vet visit, since the clerk needs a current rabies certificate. The tag matters outside our building too: at the fenced two-acre Gloucester Dog Park at Stage Fort Park, a tag number is the quickest route home for a dog who bolts through a gate.
