Board and train for Newbury, MA dog owners

In Newbury, where a dog may walk depends on the date. The town beach on Plum Island closes to dogs on summer days, Old Town Hill switches from leash to off leash under control on August 16, and the Parker River refuge never admits a dog. This page lines a stay up against that calendar, then covers the drive, two places to practice, the town's bylaw and license, and the follow-up at Dogtown.

Why a stay

Time a Newbury dog's stay to finish before the season you plan to practice in

Old Town Hill's rule shows why timing matters. The Trustees require a leash there from April 1 to August 15 and allow dogs off leash, under control, for the rest of the year. A stay that ends in early summer leaves leashed weeks to settle new habits before the off-leash months begin; a stay that ends in early spring sends your dog home just as the leash season starts, which suits a loose-leash goal. Gabriella Pope sets the goals and the program at a short assessment, and the front desk can talk through dates with you.

In the one-week Foundation program your dog works on basic obedience, leash skills, place, stay, recall, impulse control and crate and household manners. Advanced, over two weeks, adds distraction proofing, real-world outings, neutrality, confidence building and structured socialization, plus two scheduled go-home coaching lessons. Both are fear- and force-free, with positive reinforcement and no prong, choke or shock collars. Nights are spent in an overnight suite with 24/7 monitoring, and days include play in a matched group of 7 to 10 once your dog is ready.

  • April 1 to August 15: Old Town Hill on a leash
  • August 16 to March 31: off leash there, under control
  • May 15 to September 15, 8:30 AM to 5:30 PM: no dogs on the town beach
  • All year: no dogs in the Parker River refuge

The drive

Route 1A through Rowley, Route 133 through Essex and Route 128 bring Newbury to Eastern Ave

From Newbury, head south on Route 1A through Rowley into Ipswich, then east on Route 133 through Essex to Route 128 in West Gloucester. Take 128 to its end and Eastern Avenue to number 210: about 45 minutes outside rush hour, by our estimate. From the Byfield side of town, Interstate 95 south to Route 128 north is the highway alternative. Summer weekends slow Route 133 through Essex, so a weekday drop-off is the calmer start for a dog arriving for its first night.

Newbury and Byfield sit outside the Pup Van towns; ask us about pick-up. The van's $10 each-way routes cover Rockport, Gloucester, Essex and Manchester-by-the-Sea. Expect to drive in for the free evaluation, held on weekdays between 6:30 and 9:30 AM by appointment, then for drop-off and pick-up inside our windows: 6:30 to 9:30 AM, 12 to 1 PM or 4 to 6:30 PM on weekdays, and 8 to 10 AM, 12 to 1 PM or 4 to 6 PM on Saturdays. The training form gets a reply within one hour on business days.

Practice spots

Practice at Jennie Lagoulis Reservation first and Old Town Hill after, and keep Plum Island to its dog hours

Essex County Greenbelt's Jennie Lagoulis Reservation, at 75 Boston Road, is a small first step: 28 acres, 0.7 mile of easy trail and a large gravel lot, with dog walking among its listed uses. Greenbelt asks owners to carry a leash, leash any dog that might be aggressive, pick up and carry out waste, never leave a dog unattended and stop any digging, and its properties are open sunrise to sunset. Short, easy loops there suit the first week home, while your dog is still connecting your cues with a new place.

Old Town Hill, on Newman Road, is the bigger test: 531 acres along the Parker River, about three miles of trails and a 168-foot hill with views across the Great Marsh, open daily from sunrise to sunset. Keep to the leash dates, stay out of the salt marsh and grassland habitat at all times, and wear bright colors from the first Monday in October through December, when The Trustees run a bow-hunting deer program on part of the land, Monday to Saturday. On the Plum Island town beach, dogs are banned from May 15 to September 15 between 8:30 AM and 5:30 PM, even on a leash.

Town rules

Newbury's bylaw restricts dogs in parks and on the beach, and its licenses fall due on January 1

Chapter 56 of the Newbury code, amended at the April 2025 Town Meeting, does not set a town-wide leash rule. It lets the Animal Control Officer require owners to restrain dogs from running at large in schools, school playgrounds, parks and public recreation areas, and it bans dogs from the public beach on summer days, with a $50 fine. Owners must remove waste from recreation areas, the town beach, playgrounds, parks, greens and schoolyards, also at $50, and continuous barking between 10 PM and 7 AM, or for more than 45 minutes in the day, brings a warning and then $25.

The Town Clerk licenses dogs from Town Hall at 12 Kent Way in Byfield, for a year that runs January 1 to December 31, and the town asks for licenses by January 1. At the time of writing the fee is $10 for a spayed or neutered dog and $15 for an intact one. From February 1 an unlicensed dog costs a $50 state fine and a $10 town late fee on top, unless it is a new dog or belongs to a new resident and is licensed within 30 days. Apply by mail or in person with the rabies certificate, or online through City Hall Systems.

  • License: $10 or $15, due by January 1
  • From February 1: $50 state fine plus a $10 town fee
  • Beach: no dogs May 15 to September 15, 8:30 AM to 5:30 PM
  • Waste on the beach, in parks and on greens: $50

After pick-up

Your lesson is in Gloucester; your homework follows Newbury's calendar

Collect your dog at Dogtown and stay for the go-home lesson: a trainer demonstrates each skill, then coaches you through the same cues and rewards with your own dog on the leash. Foundation includes one lesson and Advanced two scheduled coaching lessons. Nobody from Dogtown comes out to Newbury, so if a skill slips at home, book a private session in Gloucester, from $94, or ask whether Canine Campus, with its pick-up and drop-off, can reach your street.

Then build the first month around where your dog is allowed to be, working through the steps below in order and bringing your notes to the second Advanced lesson or a private session. Message the front desk in the Dogtown app if your dog stops taking food outdoors or starts reacting to things it used to ignore. Our board and train page has the full detail of both programs.

  1. 01

Week one: short leashed loops at Jennie Lagoulis Reservation, with generous rewards

  2. 02

Week two: Old Town Hill on a leash, keeping to the trails and away from the marsh

  3. 03

Week three: recalls on a long line at Old Town Hill, a few at a time

  4. 04

Outside the summer hours: a leashed walk on the town beach for new sights and smells

  5. 05

Off leash at Old Town Hill only between August 16 and March 31, and only once the recall holds

Asked and answered

Questions people ask about this

Short, complete answers you can act on today. More in the full FAQ.

When should a Newbury dog do its board and train?
When your dog needs it, adjusted to the calendar where you can. Finishing before mid-August leaves leashed weeks at Old Town Hill to settle new habits before off-leash time returns there on August 16. Finishing in early spring sends a loose-leash graduate home for the leash season. Ask the front desk about dates; Gabby sets the program at the assessment.
Can my dog practice on the Plum Island beach after the stay?
Outside the summer ban, yes. Newbury keeps dogs off its public beach, even on a leash, from May 15 to September 15 between 8:30 AM and 5:30 PM, partly to protect nesting piping plovers and least terns, and fines $50 per offense. Early mornings, evenings and the off-season are open, and waste pickup is always required.
Is the Parker River National Wildlife Refuge open to dogs?
No. The U.S. Fish and Wildlife Service lists dogs, horses and other domestic animals among the things prohibited on the refuge, with an exception for dogs that assist people with disabilities. Practice on the town beach within its hours, at Old Town Hill or on a Greenbelt reservation instead.
What happens if my Newbury license is late?
Late starts on February 1. From then the town adds a $10 late fee to the license and lists a $50 state fine for each unlicensed dog. New residents and newly acquired dogs licensed within 30 days are exempt. We need a current license and Rabies, DHPP and Bordetella records on file before your dog stays with us.
Will Dogtown collect my dog in Newbury or Byfield?
Newbury, Byfield included, is not on the Pup Van map, which covers Rockport, Gloucester, Essex and Manchester-by-the-Sea at $10 each way. Ask us about pick-up on the training form. Until we confirm, plan on driving Route 1A and Route 133 for the evaluation, the drop-off and the coaching lessons.
