Gloucester dog license fees in 2026: what changed and when to renew

Owners looking up this fee meet three different numbers on city pages: $15, $20 and $22. They stop contradicting each other once you know what each one is, and this note sets them out with the date and the document behind each.

The numbers

The 2026 fee is $20 or $25 plus $2, and the older $15 figure is gone

On June 24, 2025 the Gloucester City Council voted 6 to 0 to amend Chapter 4, Section 4-25 of the city code. The $15 fee for a spayed or neutered dog became $20, the $16 fee for an intact dog became $25, and the late penalty rose from $10 to $20. The mayor approved it on June 27, 2025, and the city posted it as "Dog licensing fees to increase in 2026".

The code also adds a $2.00 processing fee to every license. That is why the 2026 application form lists $22.00 and $27.00, each including the processing fee, while the Dog Licensing page and the city fee schedule show $20 or $25 plus $2. All three describe the same charge.

When to renew

Renew by April 30, because from May 1 a $20 late fee applies to each dog

Gloucester licenses run from April 30 to April 30, and registration is due by April 30. The application form says renewals must be submitted in person, postmarked or filed online by then. A dog that skipped a year owes the fee and the late fee for each year missed, unless you prove you lived elsewhere.

Renew online through the city's ViewPoint Cloud portal. New licenses go by mail to the City Clerk at 9 Dale Avenue or into the drop box at the Warren Street entrance to City Hall; nothing is processed over the counter, and tags arrive by mail. Every application needs a current rabies certificate, plus a spay or neuter certificate unless the rabies certificate notes it.

Loose ends

Two city pages still carry older wording, so read the 2026 form for the figure you owe

Two leftovers cause the confusion. The Dog Licensing page still says "2025 licenses are currently available for purchase online and by mail", and it mentions a $10 late fee for a dog that missed a prior year, wording the June 2025 vote replaced. The 2026 application form quotes the amended code in full and is the clearest statement of what you owe.

A replacement tag is $5, a fee the city set on June 10, 2025. If anything here disagrees with the city's pages on the day you renew, the city is right: fees are set by the code and can change with another vote. The City Clerk's office can confirm on 978-325-5120.

Why we ask

Dogtown asks for a current license, and state law now expects kennels to keep one on file

Ollie's Law, in force since December 19, 2024, requires commercial boarding and training kennels, a definition that covers daycare and overnight stays, to keep a record of each dog's municipal license, and MDAR's guidance says there is no grace period for an expired one. If your dog has a daycare day or a stay booked for early May, renew in April.

How much is a Gloucester dog license in 2026?
The city's 2026 application form asks for $22 for a spayed or neutered dog and $27 for an intact dog, each including the $2 processing fee. The license fee itself is $20 or $25 under Section 4-25 of the city code, as amended by the City Council on June 24, 2025.
Why does one city page say $20 and the form say $22?
Both are right. The licensing page and the fee schedule list the $20 license fee and the $2 processing fee as two lines, and the application form adds them together. For an intact dog the same charge appears as $25 plus $2 on the page and $27 on the form.
When does Gloucester charge the late fee for a dog license?
From May 1. Registration is due by April 30, and a renewal received after that date carries a $20 late fee per dog; postmarks and online filings made by April 30 count. A dog that skipped earlier years owes the fee and the late fee for each year missed, unless you lived elsewhere then.
