Salem dog park at Leslie's Retreat: the Pooch Pass and the rules
Leslie's Retreat is Salem's only off-leash ground, a fenced park built by a local nonprofit and run under a short city ordinance. The rules are clear and the paperwork is simple once you know what to attach. This page walks through the application, the rules inside the fence and how to judge whether your dog is ready for it.
The pass
Apply with the license, spay or neuter proof, rabies and distemper records, and a $25 check
The city's 2026 Leslie's Retreat Dog Park Application covers April 1, 2026 to March 31, 2027, and lists what to attach: your dog's city license, proof of spay or neuter, a certificate of rabies vaccination, proof of distemper vaccination and a $25 check payable to Salem Park & Recreation. Add $1 and the pass is mailed to you. The form also asks for your vet's name and phone number and your dog's license number, and you sign that you have read the park's rules and will follow them.
Mail, email or bring the application to the Community Life Center at 401 Bridge Street in Salem. Under the ordinance, applicants sign a waiver of liability, and the Recreation director and the animal control officer decide how many tags to issue each year. Tag fees go into a revolving fund that can be spent only on running and maintaining the dog park. If your dog is licensed in another town, ask the Recreation office whether that license will do: the city page asks for a municipal license, while the form asks for a city one.

Inside the fence

Chapter 26, Article IV of Salem's ordinances sets the park's rules, and the city prints them on its Dog Park Tags page. A dog must be at least six months old, wear a municipal license and a current vaccination tag, display the annual park tag, and be spayed or neutered. Each dog needs a guardian at least 18 years old who keeps voice control at all times, stays hands free for supervision and safety, and cleans up waste immediately. Dogs may go leash-free once they are inside the park's second gate.
The prohibitions are short. No guardian may supervise more than three dogs at once. Dogs deemed dangerous under city ordinance section 8-66 are barred, and the animal control officer may remove a dog showing aggressive behavior on the spot. Children under 10 may not enter the fenced area, anyone from 10 to 17 needs an adult with them, and children's toys and sporting equipment stay outside. Smoking is banned inside the enclosure. A violation costs $25 the first time and $50 after that, and the officer can revoke the pass.

The double gate
Treat the space between the two gates as a pause, not a doorway
Two gates mean a dog arrives on its leash, waits in the space between them, and is unclipped only once it is inside. Use that pause to let the dogs already in the park notice yours through the fence, and wait for the rush at the inner gate to settle before you open it. Hands free means what it says: the phone, the coffee and the ball launcher stay in a pocket or the car, so both hands and both eyes are on your dog.
The city's park rules close parks and playgrounds at sunset unless the Park and Recreation Commission orders otherwise. We found no separate hours posted for the dog park, so plan visits in daylight. Bring water and bags, and if your dog guards balls or toys, leave them at home; the ordinance already keeps children's toys and sporting equipment out of the fence, and a guarded toy in a group of strange dogs starts arguments.

Is your dog ready
A dog park suits a dog that greets politely, plays fairly and comes away when called
The ordinance asks for voice control, and in a fenced park that means a dog that turns away from a game when you call it, the first time. Look for a few more signs: a loose body when greeting strangers, breaks taken on its own when play gets rough, no guarding of toys or of you, and no chasing of smaller dogs that are trying to get away. A dog that hides by the fence, mounts every newcomer or keeps starting scuffles is not enjoying itself, whatever the pass says.
For a young dog, an anxious one or one still learning dog manners, a matched playgroup is gentler practice. At Dogtown, 7 to 10 dogs are grouped by size and temperament, with a handler in the group the whole time. The free evaluation, on a weekday between 6:30 and 9:30 AM at 210 Eastern Ave in Gloucester, is a temperament test followed by a few supervised hours with other dogs, and our handlers will tell you what they saw.

We ask for a current license and for Rabies, DHPP and Bordetella records, so the rabies and distemper proof you gathered for the city covers most of our list, and Bordetella, the kennel cough vaccine, is the one to add. A muddy park morning can finish with a bath from $55 by size, and grooming needs no evaluation.
